Nova Complex data centre project progresses in Loviisa
The land lease agreement approved by the Loviisa City Council takes Nova Complex Oy’s major data centre project a significant step forward. The decision continues the development path started in the autumn and strengthens Loviisa’s position as a location for green transition and data centre economy.
The City Council of Loviisa approved the land lease agreement and preliminary agreement with Nova Complex Oy at its meeting on 21 January 2026. With this decision, the City of Loviisa will lease approximately six hectares of land to Nova Complex for the first phase of the data centre project.
The project will proceed in phases, based on a plot reservation made in autumn 2025, when the City of Loviisa City Council granted Nova Complex the right to apply for the required permits and to start preconstruction on the plot. The site is located close to the eastern exit of the E18 motorway in Loviisa, in a central logistical location.
According to Nova Complex, the agreements now approved will provide a crucial basis for the project to move forward and will also allow for planning reservations for future developments around the leased site. The entire data centre complex is to be built in three phases.
The construction and operation of the first phase is expected to generate 50-80 local jobs. Overall, the project is expected to create around 600-800 direct and indirect jobs in its different phases. The total value of the investment is over €400 million.
For construction, Nova Complex uses a so-called prefabricated quiet construction model, with a high degree of modularity and rapid on-site installation, which reduces schedules, noise and transport. The aim is to minimise the impact on the surrounding community and nature, and ensure a smooth project delivery.
“Loviisa offers substantial benefits in terms of clean energy supply, industrial set-up, accessibility and regulatory cooperation, making it a key location for Nova’s green data infrastructure in the Nordic region,” says Bernard Mah, Chief Operating Officer of Nova Complex.
The City of Loviisa and Cursor Oy have been working closely together for several years to attract green transition investments to the area.

According to Marko Luukkonen, City Planning Manager of the City of Loviisa, the next land-use planning phase of the project will go to decision this winter.
David Lindström, CEO of Cursor Oy, sees the project as a strong demonstration of the results of regional development work.
